We want to make a review of the peculiar characterization of the so-called rural councils in the region of El Bierzo. Successive see different aspects of the organization and operation of historic concellos. These are called now legally under local, as is commonly referred to as parishes or local committees. Article 179, paragraph 1, "Every municipality is a district in which you choose the number of councilors resulting from the implementation of following scale: Up to 100 residents: 3. From 101 to 250 residents: 5. "

SINGULAR TERRITORIAL ORGANISATION: THE CITY De Ponferrada.
As an example of complex territorial organization of a municipality chose the case of the city of Ponferrada.
