PROPOSALS ON ELECTORAL GALLEGO LANGUAGE TO THE REGIONAL AND LOCAL ELECTIONS MAY 2011.
The collective cultural
Ceiba Fala do Bierzo has several proposals on the Galician political parties. In the next celebration of regional and municipal elections of May 2011, this group has produced a report with measures for the protection and promotion of the Galician language of El Bierzo. The aim is that political parties take these cultural initiatives as well as to integrate themselves within their respective election manifestos. The report is divided into three sections aimed at different institutions: 1 County Council, 2 Pedana councils and boards, and 3 Autonomous Community of Castilla y León.
1. THE REGIONAL COUNCIL OF THE BIERZO.
-language Implementation of the mandate of the reform of the Law of the County of El Bierzo (2010), approved by the Cortes de Castilla y León, "in the region of El Bierzo enjoy respect and protection of the Galician language in the places where they usually use" (art. 1.3).
-Fulfilling the commitment language of Agenda 21 for Culture, "support and promote, through different means and instruments, maintenance and expansion of cultural goods and services, ensuring universal access to them, increasing the creative capacity of all citizens, the richness of linguistic diversity (...) "(art. 18).
-Adoption of internal rules, which include the commitment of partial and gradual use of Galician (application written in bilingual documents and communications, organizational names and symbols, institutional view ...).
-Adoption of regulations governing use of languages \u200b\u200bthat contain express reference to the partial use of the Galician language in the bilingual documentation (instances, regulations ...), the organic designation and management, corporate symbols, information policy (billboards, posters, signs, brochures ...), institutional advertising, etc.
-Creation of the Language Service berciano to promote Galician and administrative support to municipalities and neighborhood.
-Establishment of collaboration agreements with public institutions of Galicia (Xunta de Galicia, universities, Real Academia Galega ...) for advice on language planning in local authorities, conducting Galician courses for civil servants and traditional place names recovery .
-Establishment of Cooperation Agreement with the City Foundation (Energy City of Ponferrada) for the establishment of rural tourist routes respecting traditional place names.
-Development of institutional bilingual web pages County Council, municipalities, associations and neighborhood Bierzo.
-Collecting and updating local customary law in a bilingual version (ordinances, municipal councils, Souto, mountains of common man, facendeiras ...).
2. THE NEIGHBORHOOD COUNCILS AND BOARDS. Promote
-Galician language statements as intangible cultural heritage of western municipalities of El Bierzo.
-Fulfilling the commitment to create Martín Sarmiento Cultural Centre in Villafranca del Bierzo.
-Approval of the local ordinance keeping toponymy Galician traditional. -Visualization of Galician city through signage (information boards, signs, signals, street furniture, municipal vehicles ...), institutional symbols (flag, emblem, logo ...) and bilingual administrative documentation (regulations, agencies, brochures ...).
-Purchase of books and educational materials in Galician for municipal and school libraries.
-display of Galician in ethnographic museums, restoration of oral literature (contos, credits, Lend, guess ...).
-Book Consortium the Biosphere Los Bercianos Mineiro (A Veiga de Valcarce, Vila Franca, and Candín Peranzais) about the nomenclature in traditional Galician sustainable activities.
Interautonómico-European Programme "The Miner" (Leader +), which affects the adjacent Town Hall and The Cradle of Galicia, to keep in mind that he maintain the Galician-Berciano ethnographic heritage (mills, chateaux, country houses, mills ...).
-Recovery Community rural heritage with traditional Galician name su (ovens, mills, lots of hands together, blacksmiths, a thing for wolves, bees curtains, barns, Corredoira ...).

Galician in local festivals (among, magosto, maios, Romario, festivaleiro program, music ...).
3. LAS CORTES Y LA JUNTA DE CASTILLA Y LEON.
General Protocol Improves Collaboration for the promotion of the Galician language to ensure the needed supply of this language in all schools in western El Bierzo, avoiding the current complete lack of this matter in Carracedelo, A Vega de Valcarce, Quilous, A Veiga de Espinareda or Faber.
-Collaboration agreement between the Xunta de Galicia, Castilla y Leon Regional Council, based on Article 1.3 of the Law of the District of El Bierzo, "the Community of Castilla y León facilitate the participation of the region of El Bierzo in its proceedings for the promotion of Galician in its territory." This agreement will areas: institutional use of Galician language training of local staff, staffing, operation of the local language service, recovery of place names, etc..
-Presentation in the Cortes of Valladolid of the draft Law on Languages \u200b\u200bof Castile and Leon.
-Ensure reception Digital TV Galega in the region of El Bierzo by the Junta de Castilla y León.

-Reformation of the Statute of the Language Institute of Castilla and León for broadening the scope of activities to the Galician language of El Bierzo.
