VILLAFRANCA THE PROVINCE OF THE BIERZO IN YOUR ANNIVERSARY 190,

In this year 2011 we shall celebrate the anniversary of the creation of the province of El Bierzo Villafranca. This is the 190 years since the parliamentary approval of the said province. The Bierzo El Bierzo and we can not let this anniversary pass by institutions. And in this regard will be again the political bercianas who take the spotlight for obvious reasons, to the neglect of public institutions (Council of El Bierzo, town council Leon ...). In this paper we try to do our particular tribute to the liberal provincial institution. Recovered and properly dating the political process leading to final approval of the province of Villafranca.
1821.
-24 January 1821, letter from Joaquin Baeza, son of President of the Board of Lion during the Napoleonic War, which serves the City Ponferradina to reach the capital of the new province of El Bierzo. "The Galician
concellos the old meriden de Aguiar requested inclusion in Ourense, A Veiga de Cascallana, Robledo, O and O Porto Real, and Castelo and Leria Quarter (April 13, 1821).
-Commission Courts In Mr. Sierra and Pambley, with other deputies Leon, defended the maintenance of Laciana in the province of Leon, "although not find it very easy to fall in the capital of Leon, he is absolutely impossible to go that of the new province of Vierzo because mediate this part inaccessible mountains and roads (...) "(Diputación de León, Proceedings, June 16, 1821).
"Some deputies, F. Sierra Pambley, A. Valcarce, and J. Couto JM Suberco defended the historic designation of El Bierzo before the Commission, "but having been long known that the district is formed and common use (acceptance) of the people with the name of Vierzo Province since time immemorial, you would like to continue (...) "(Diputación Provincial de León, June 1821).
9 August 1821, the town of Ponferrada seeks the support of Congressman Felipe Sierra Pambley, to obtain the future capital of the province of El Bierzo. -5
September 1821, Villafranca contact with the deputies Manuel Goyanes Torrero Muñoz Diego Balboa and to support his candidacy to become the provincial capital.
"Even taking into account the climatic conditions that support or Bierzo in winter," has been formed, with the valley Valdeorras of Ponferrada, although small, need to be the country that comprises closed all ports with impassable much of the year, according to custom and production (...) "(Bill of Law that the King made to Parliament on the territorial division of the Peninsula, 1821).
-September 1821, establishing the Commission on Courts to deal with the provincial division. It was decided to form the province of El Bierzo and debate on the capital.
-Report presented by the municipality of Villafranca to support their right to be capital of the new province of El Bierzo (September 27, 1821).
-30 September, the town of Ponferrada presents his arguments in parliament.
-In Suberco Deputy Commission invokes for Villafranca "much incomparably greater ties of friendship, kinship and interests that bind Valdeorras that Ponferrada to Villafranca (DSC. October 15, 1821).
-deputy in Cortes, Mariano Villa, claimed the existence of small provinces in the mountain areas, "so that the provinces situated on a barren and rugged terrain get some comfort, it is necessary to leave them reduced to a smaller population, such as the the Vierzo, located between the mountains of the highest order "(DSC. October 1, 1821). Galician
-MP, Mr Xosé Moscoso said in Committee that "a Galician, even though it says it now belongs to the province of Vierzo, Galicia always, for what fundamentally distinguishes the provinces is the dialect spoken in each one of them "(DSC. October 2, 1821).
He argues in favor of the province of El Bierzo, as Clemencín Diego, which "is surrounded by mountains that are naturally isolated and in a state of province. Many of the people live many months of the year as a world apart, and it would just abandon them, to forget comfort and denying them the means to govern in its own circuit (...) "(DSC. October 2, 1821).
"The kingdom of Galiza disappears as such, its traditional domestic division is reduced to four provinces, and its limits are modified because the regions of Os Oscos and pass Eonaviega Lugo, O Sanabria Padornelo Party joins Valdeorras Ourense and is for the Province of O Bierzo. The justification for this last aggregation we have in the words of Mr. Clemencín in the Commission, "because in population for the formation of the provinces of Galicia and was missing for the Bierzo (...)" (DSC. October 2, 1821) .
"Among those opposed to the creation of the province is berciana Javier de Burgos who proposed" to establish a junior political government in Astorga, and if you absolutely wanted to move to Vierzo, put it in Ponferrada, which is undoubtedly better off than Villafranca (...) "(October 4, 1821).
-16 October 1821, Madrid Gazette publishes the list of provinces of Spain approved by Parliament, including Vierzo Province, with its capital Villafranca.

-March 10 appointment of the political boss of the province of El Bierzo, the ourensano Juan de Zárate and Murga.
March 21st, the Leon County Council is calling on its members to El Bierzo, although the County Council already berciana. Why the gentleman from Bembridge, Francisco Monastery indicates that "had been convened on the same date by the Political Chief of Villafranca and did not know where he was to attend." -9
April 1822 inauguration of the political boss of the province of El Bierzo Villafranca. -5
May 1822, establishing the Provincial berciana in Villafranca. -3
August, jurors are chosen from the province of Villafranca and as a prosecutor to attorney Joseph Fenández Carús.
-21 August, at the serious financial and political crisis is appointed new Political Head of the province Colonel Carlos de Villapadierna.
-31 August 1822, the Provincial de León and Orense establish a commission to set the boundary among those provinces with the news of El Bierzo Villafranca. -4
September, the chief public policy side ordering the closure of pubs and patrol the streets to prevent public disorder. The Order of 17 November extending this measure of public policy.

July, withdrawal of El Bierzo army general constitutional Morillo goes to Lugo. These troops flee Chief policy of the province and the provincial deputies. On the same date, the game realistic Escarpizo Manuel Alvarez took Ponferrada and Captain Andrés Narváez Villafranca does the same, with the support of the French troops of the French general Hubert. -1
October 1823 King Ferdinand signed the Decree that declares "null and worthless all governmental acts clamor." So from this day the province is suppressed liberal Villafranca del Bierzo, and restores the former province of El Bierzo, in effect for the Old Regime.
